Framework needed for neighbouring conduct

Law Minister proposed that a framework for neighbouring conduct should be instituted. His comments came a week after PM's National Day Rally in which PM spoke that Singaporeans seemed to be "getting less tolerant, less willing to compromise in order to get along".


If there is such a framework in place, I would like the framework to include measures to prevent neighbours living in HDB from smoking in the common corridors. Neighbours smoking in the common corridors do not know that their cigarette smoke enters into the non-smoker neighbour house and causes them to be inhaling passive cigarette smoke, which carries health risks as equal to actual smoking.
